Parks & Recreation The City of Titusville is home to nearly 122 acres of recreational property which includes 6 parks, 15 ball fields, 8 soccer fields, 3 sand volleyball courts, a 400 meter community track, baseball/softball batting cages, dog park, BMX race track, skate park, tennis courts, walking and bike trails, and a new splash pad. Online Facility, Park, & Field Rental Online Facility, Park, & Field Rental Downloadable Rental Form Facilities, Parks, & Fields Burgess Park Burgess Park, the City’s oldest community park, a variety of sports courts, open air picnic shelters, a sledding hill, pond, skate park, playground and splash pad. Faced with stone, Pavilion #1, located on the West end of the park, has water, electric, seating capacity of 70-80 and overlooks the pond. Pavilion #2, an all sides open shelter, located in the middle of the park has seating capacity of 70-80 and overlooks the entire park. The Activities Building lies on the East end of Burgess Park. It is a three-sided building, with a fireplace, water, electricity, and restrooms. Seating capacity of approximately 70-80. Burgess Park is also home to the Titusville Community Center which houses the Senior Center whose mission is to assure that older adults remain active, independent, healthy and involved in the community. Ed Myer Complex A 38-acre community park and sports complex boasting many outdoor facilities for active recreational pursuits. Many of the facilities as well as their maintenance and upkeep are shared with the School District. Facilities include picnic shelters, comfort facility, concession stand, track and field complex, seven baseball/softball fields, some with handicapped accessible dugouts, batting cages, seven soccer fields, two pickle ball courts, the Drake Well BMX track, a dog park and several large parking lots. Coming soon: a playground. Bordering the Complex to the east and north is the Queen City Trail which is part of the Erie to Pittsburgh Trail and Oil Creek. Evans' Lodge A year round rental set on top of the hill at Burgess Park, Evans' Lodge provides seating capacity for 40-50 along with indoor restrooms and a full kitchen facility. Horseshoe pits, outdoor grill and a fire ring with a view overlooking Burgess Park, the pond, and Splash Pad highlight the Lodge that was completely renovated in 2015. Longeway Park A small neighborhood park located on the south side of the city bound by the Oil Creek & Titusville Railroad to the south. A T-ball field, basketball court, and playground are available. O'Rourke Field Located near the eastern most point of the City off of Route 8, two opposing baseball/softball outfields blend together in center field. Soccer goals are located in the outfields with primitive parking areas nearby. Roberts Grove Covering a full city block, Roberts Grove is a large neighborhood park located in the northeast section of the city. The majestic oak trees found throughout the park are its most striking feature. An open-air picnic shelter is available to rent and includes water, electricity, restrooms, and seating capacity of approximately 40-50. The park offers a wide range of recreation opportunities to users of all ages. Scheide Park Located in the center of town, Scheide Park is an attractive centerpiece for the City. The large oak and maple trees create plenty of shaded areas while park benches and a large gazebo invite residents and visitors alike to sit and enjoy the quiet beauty of the City. The park is an ideal location for the concerts and festivals held throughout the summer and fall seasons. The park has many benches, lighted walkways, and drinking fountains. At City Council’s request, the Department suggests plans for management and improvement of City finances. The Finance Department presents the annual budget to Council for adoption. As part of the budget process, annual appropriations and the tax rate are set. Other responsibilities include oversight of bills paid by the City, proper and appropriate investment of City funds, reporting of policies of insurance and bond coverage, and filing annual DCED reports. The Finance Department works closely with the Treasurer and City Controller to ensure proper accounting principles are followed and financial reports are complete and accurate. The proposed budget ordinance shall show the estimated receipts, expenditures and liabilities for the ensuing year, with the balance of unexpended appropriations and all other information of value as a basis for fixing the levy and tax rate for the next fiscal year. Council shall, upon introducing the proposed budget ordinance, fix a date for adoption, which shall be not later than December 31 of that year. When the proposed budget ordinance is submitted to council and has been introduced, the city clerk shall immediately make the proposed budget ordinance available for public inspection at the city clerk’s office and shall publish a notice to that effect once in a newspaper of general circulation in accordance with the provisions of section 10109 (relating to publication of notices). The Officers are well trained in all aspects of Law Enforcement and diligently strive towards providing the best service possible. Email the Commissioner About the Police Department About the Department The Titusville Police Department is currently comprised of twelve full-time sworn police officers committed to protecting the citizens of Titusville. The officers are well trained in all aspects of law enforcement and diligently strive towards providing the best service possible. Titusville Police Department is dispatched through Crawford County 9-1-1. Call 9-1-1 if you have an emergency or need to speak to a Titusville Police Officer. Officers are in radio contact with the 9-1-1 Center at all times. The 9-1-1 Center contacts the officers on duty by radio and gives them the location and other information of incidents. This information can be for either emergency or non-emergency situations. The department provides 24-hour protection and has lockup facilities on site. The officers patrol the City streets with three cruisers, an unmarked SUV, two bicycles and foot patrols. The School Resource Officer (SRO) position was created in 2020 as a collaboration between the City of Titusville, the Titusville School District and the Titusville Police Department. The SRO provides a safe learning and working environment for students and staff and is responsible for all schools in the district: Titusville High School, Titusville Middle School, Main Street Elementary, Hydetown Elementary, Pleasantville Elementary, and the Early Childhood Learning Center (ECLC). The SRO presents information during various classes, such as Criminal Justice Classes and Drivers Education Classes, and is developing a "Be Safe" program for elementary kids in Grades 4-6. The program will cover everything from gun safety, bus safety, bike safety, bullying and medication safety. The SRO oversees the crossing guards at the intersections of Main Street & Washington Street and Main Street & Franklin Street. Abandoned Vehicles It shall be unlawful for anyone to store abandoned, wrecked, stripped, or junked vehicles on City streets. All vehicles with expired registration plates or state inspection stickers are considered to be abandoned. Animal Control Noise Disturbance: No owner of any dog or cat shall allow or permit such animal to engage in repeated loud howling, crying, or barking. Such noise is hereby declared to be a public nuisance. Complaints should be filed with the Police Department. Fill out and submit the Business Contact Information form to Crawford County 911 so they may contact you in the event of an emergency. Curfew For Minors It shall be unlawful for anyone under the age of eighteen (18) to be present on or in any public street, park, square or any public place within the City during the period beginning at 12 midnight and ending at 5:00 a.m., unless they are accompanied by a parent or legal guardian having the care or custody of the minor. Haunted House The Titusville Police Department Haunted House started with a whisper between Officer Prugh and Officer Bean. The whisper was heard by our then Chief, Harold Minch, who gave the go-ahead for this community event. The first ever Haunted House at the Titusville Police Department took place in 2016; we had over 1,500 people come to the event that night. So many laughs, so many costumes and just a genuine appreciation from the citizens for putting on this event. The Haunted House was such a hit that we have made it an annual event. 2021 will be our 5th event; each year it proves to be a great time drawing around 900 people each time. National Night Out The Titusville Police Department hosted their first National Night Out on October 6, 2020 at the Titusville Police Station. The intentions of this event were to enhance the relationship between the community and first responders. The event included the Titusville Police Department, Titusville Fire Department, Emergycare, and Shambaugh’s Towing. The event was a great success and allowed community members to view parts of the police department as well as several emergency vehicles. It is our hope that the event will have a greater turnout in the following years and continue to strengthen the bond between first responders and members of our community! Sewer Certifications Inspections are required to assure that rainwater downspouts are separated from sanitary sewers. Sidewalk and Curb Cuts The repair, replacement, and maintenance of sidewalks in front of a property are the property owners responsibility. To assure that curb cuts are made properly when creating off-street parking, it is the responsibility of the property owner to have the curb cut in accordance with city specifications. Sign Permits Necessary for all new signs, changes to signs, and relocation of signs. No sign may be erected, changed, or moved prior to the issuance of a sign permit. Stormwater Management This ordinance was established to assure that when land is developed, measures are taken to reduce flood flows and velocities, erosion, sedimentation, and overloading of public facilities. Subdivisions All subdivisions are governed by the City’s Ordinances/Zoning Ordinances. Plans must make their way through a departmental review, a review by the City’s Planning Commission, and a review by the Crawford County Planning Commission prior to the final approval of City Council. The department has several state of the art maintenance assets, including a sewer cleaner/vacuum truck, a sewer line video inspection unit, and hot tap/line stopping equipment for emergency water line repairs under pressure. The department is the focal point for the City’s recycling program and bins can be picked up at 120 St. John St. Refuse collection is provided through the City’s contractor, Raccoon Refuse . Fleet assets of the department include dump trucks, backhoes, skid steer loaders, front end loader, a sewer jet/vacuum truck, a portable self-propelled color video inspection unit, a street sweeper, a mobile welding truck, and an assortment of pick up trucks, snow plows, and special purpose maintenance equipment. The department has a full time mechanic on staff for fleet maintenance. The mechanic also maintains the City’s emergency vehicle fleet of fire department units and police vehicles. The Public Works Director is responsible for the operation and maintenance of the City’s infrastructure, including public roadways and water and sewer distribution systems. The Public Works Director serves and advises the City Manager, supervises the work force, coordinates projects with State and Federal agencies and contractors, and prepares a proposed annual budget for the city manager’s consideration. The Public Works Director works closely with the City’s consulting engineer in the development and planning of short and long-term infrastructure needs within the community. These lights are owned and maintained by Penelec – FirstEnergy, with electricity and maintenance fees charged to the City. The plant was the first sequential batch reactor plant constructed east of the Mississippi and was state of the art when it was constructed. The sewer system dates back to the 1860s and is comprised of approximately 33 miles of pipe ranging from 6″ to 48″ in diameter. The plant has a continuous flow rating of 4 million gallons per day, with a peak rating of 9.8 MGD. Staff The plant is staffed by three operators and has on site laboratory facilities. The plant supervisor also serves as the industrial pretreatment coordinator for the City’s Industrial Pretreatment Program. Upgrades The City completed $5.1 million in upgrades at the treatment facility in 2008. The Phase 2 upgrades include a new plant head-works with automation upgrades and sewer system rehabilitation work. Pennsylvania DEP standards are maintained daily, thanks to the upgrades and competent staff. Phase 3 plant upgrades were under way in 2013. These upgrades are required under a Consent Order and Agreement with the Pennsylvania Department of Environmental Protection (DEP) to bring the Plant into compliance with the Clean Streams Law, the Sewage Facilities Act and the NPDES and WQM Permits. Evans Municipal Water Works (aka Titusville Water Works) has 10 interconnected wells ranging in depth from 61 to 80 feet. The wells are in a confined aquifer and are non-flowing artesian wells, capable of pumping 1000 gallons per minute. The City currently pumps about 1.6 million gallons per day, but the aquifer has a potential of supplying up to 20 million gallons per day. The wells provide excellent quality water and the only disinfectant currently used is chlorine. City records indicate that Titusville has provided a public water supply since around 1873.
