Commingled (Mixed) Recycling Commingled recycling allows for mixed recyclables to be disposed of in one bin. Recyclable materials including glass, plastics, metals, aluminum cans, and most food containers make up commingled recycling. Recycling is every other week according to this schedule . Holidays There will be no pickup on New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving, and Christmas Day. Pickup will occur the day after the holiday. 2026 Recycling Schedule Household Hazardous Waste & Electronic Waste Collection Information Setting Up a New Account Please bring or include photo proof of identification with your application . When you apply for service and have not held service in your name, you will be charged a security deposit ($100.00) as well as a non-refundable New Account set up fee ($25.00). The set-up fee is to cover the costs entailed in setting up your new service and is billed on your first month's bill. If the water service is off, you will also be charged a $25.00 water service turn on fee. This charge will show up on your first bill. If you move within a year and continue to be a City Service customer, your deposit will carry over to your new address. Your final bill must be paid in full before you can have City Services at another location. If you move within a year and are no longer a customer the Security Deposit will be applied to the balance due and a refund will be issued for any credit balance left on the account. There is a $25.00 Moving Fee that will be assessed each and every time you move. If you are moving within the City’s limits, please submit a check for $25.00. This fee will be added to the first bill at your new address. City Services Application Form Water Meters & Leaks Water meters are mechanical devices that measure the flow of water entering your home. Your meter is read at least once per quarter. Each month, you receive a Water/Sewer bill based on the amount of water you use. The meter only records water used. The Finding Water Leaks brochure gives you quick and easy ways to find the source of a leak. For example, to ensure that your toilet is not the culprit of your high bill, place a few drops of blue or green food coloring in the toilet tank. Wait about 10 minutes. If any color is in the bowl, you have a leaky toilet. How to Find a Water Leak Rates The City of Titusville had no water or sewer rate increase since January 1, 2006. Water Usage Charge went from $1.45/1,000 to $2.00/1,000 on 1/1/2017. Refuse rate increase from $18.42 to $30.75 on 9/6/2022. About the City of Titusville Employee Email Access About the City The City of Titusville covers 2.9 square miles with approximately 30 miles of roadway, and has a population of 5,518. Titusville is known as “The Birthplace of the Oil Industry” and home to Drake Well Museum, site of the world’s first commercially successful oil well. In 1847, Titusville was incorporated as a borough. In 1859, the discovery of oil brought tremendous industrial growth to the region and a population boom. About the City Government In 1866, the state legislature approved Titusville’s change to “city” status. Joel N. Angier became the first mayor and eight men were chosen to form a Common Council (two from each of the City’s four wards). During the first twelve years under this form of government, the mayor could only serve for one year. In 1878, a “Select Council” system was established, with a total of 16 council seats being available. Each ward received one seat, then the other twelve were divided according to the population of each ward. The mayor’s term was changed to two years. Eventually, the government evolved from a Mayor – Council to a Commission. The most recent form of government, Council – Manager, was established in 1964. A council of five elected officials now governs the City of Titusville. After the elected council have been sworn into office, they appoint a Mayor and Deputy Mayor from the council. Council members are elected for a four-year term with no term limit. Titusville operates under Pennsylvania’s optional Council/Manager charter and employs a City Manager to administer the day-to-day operations of the City. About City Hall City Hall was originally constructed as a private residence c. 1865. Soon after its construction, the building was sold and then transformed into a hotel. Known as the “Bush House," it became a landmark to an area in the heart of the oil region. Until 1872, the structure served as a center of social life for the city and the region. With the need of local governing authorities, the Bush House was acquired by the city and became Titusville City Hall. It has continued to serve in this capacity for over 140 years. The City of Titusville, as the business and population hub of the Region, will continue to provide the sustenance necessary to encourage and promote the development of future partnerships responsible for building a stronger economic future for the City and the surrounding region.
